Job Description
Basic Function

HF Sinclair Midstream located in Artesia, NM is seeking a Supervisor, Construction and Maintenance. The Supervisor, Construction and Maintenance manages the construction and maintenance group in planning and execution of capital construction and major maintenance projects and pipeline maintenance program for Pipeline Department under limited supervision.

Job Duties
  • Manages construction and maintenance of new lease connections, mainline construction and pump stations within crude gathering and product systems, ILIs (smart pigging), pipeline re-habilitation, hydro-tests and station revamps
  • Oversees, schedules, and coordinates normal pipeline maintenance such as pipeline repairs and replacements, spill response, and other maintenance as required, as well as related project scope and job plans
  • Liaises closely with various internal departments to commission new assets and projects into the system and to ensure development of MOC, job plans, job safety analysis, pre-start up safety review, project scope and phasing plan, work restrictions, and construction schedules
  • Manages large scale projects, pre-construction and construction tasks including but not limited to, project layout, project design, bid walks, construction safety, budgeting, bidding, design, contracting, scheduling, staffing, and closeout of assigned projects
  • Fosters a safe working environment ensuring safety practices are integrated into all employee work activities and visits construction sites for work observation and safety process audits
  • Reviews, edits, maintains and interprets plans, specifications, and other construction contract documents and recommends changes to maximize project success
  • Resolves unforeseen site conditions, unplanned interferences, contract discrepancies, and other construction conflict problems and disputes between contractors, site staff, inspectors, and project managers
  • Monitors construction progress and costs, approves contractor requests for payment and takes corrective action as necessary to manage both schedule and budget
  • Guides and directs on-site project staff as well as selecting contractors for assigned project work
  • Ensures all land or site owner concerns are handled properly through coordination with the Right-of-Way Manager
  • Manages project close out phase including but not limited to the final punch list, receipt of as-builts, final inspections, and completeness of project as per contract and job scope
  • Ensures continuous effort is exerted to improve operations, decrease turnaround time, streamline processes, and work cooperatively and jointly for quality, seamless operations and customer service

Special assignments or tasks assigned to the employee by their manager, as determined from timeto time in their sole and complete discretion

Experience

A minimum of 10 years of experience in pipeline operations with 5 years of pipeline construction and maintenance with existing and new facilities is required.

Education Level

A minimum of a Bachelors Degree, or an equivalent combination of education (in a technical related field) and work experience, is required.

PREFERRED EDUCATION:

Certification in Hazmat, OSHA, Welding Inspection, Coating, and Cathodic Protection is desired.

Required Skills

Advanced knowledge of pipeline systems and ability to apply this knowledge. Ability to lead and direct the work of other associates. Proficient with spreadsheet, presentation and word processing applications; strong planning, problem-solving, interpersonal, organizational, leadership, analytical, verbal communication, contractor relations and customer service skills. General understanding of extensive understanding of construction standards and practices, corporate governance practices, handling regulatory compliance including State, Federal and various other government authorities. Proven leadership skills including mentoring, decision making, delegation and motivating others. Ability to organize and manage job costs, cost estimating, bidding, create and aggressively manage construction schedules, schedule procedures and implement steps to control over runs, manage contractors and manpower, and delegate tasks to complete goals and objectives to meet schedules and deadlines. Basic understanding of fundamental cost accounting practices with the ability to perform basic mathematical calculation. Basic reading and writing skills required.

Supervisory/Managerial Responsibility

Responsible for the supervision of approximately 3 employees as well as contractors as determined by project.

Work Conditions

Field, warehouse, plant, refinery and industrial based with up to 40% travel required by land and air. Subject to varying road and weather conditions. Required to work long, irregular hours. Work is performed primarily out-of-doors subject all weather conditions.

Physical Requirements

Job conditions require lifting, pushing or pulling up to 50lbs, climbing to heights up to 75ft, sitting, standing, walking, twisting, stooping, crouching, kneeling, working in confined spaces, talking or hearing, making visual inspections, perceiving color differences, making precise hand and finger movement, reaching or grasping, and ability to wear personal protective equipment (beards not permitted).
